Trimble Administrator Capability of Adding Anyone to Any Project?

Hello,
I'm wondering if there is any capability of having an "administrator" user that can add anyone to any project in Trimble without having to be part of that project. Or is the only way to add someone is to have someone that is already in the project add them?
