    When topsoil stripping is specified (with Define Topsoil), is that quantity included in the Mass Earthwork Analysis  - "Available Bank Cut"?

    The easiest way to see if it is or not. Run your calc without a topsoil strip, then run with a top soil strip. Look at your bank cuts and see if its changed. That will answer your question. To answer your question though, no. It's not included in the bank cut.
