If you create alignment labels at intervals down the alignment and make sure that the Ticks are longer than the width of the road that you are wanting to label then you can drape the label ticks on the surface using the change elebvation command and then you can label those lines with slope - each segment should be labeled - you can use the label style definition to define the label style.
In order to determine slope you need either a line with slope or you can determine the surface slope at a specified point - I am not sure if there is a smart text for surface slope and slope direction - but for a road I assume you want the slope perpendicular to the centerline - in which case the line approach above should generate you labels you need - if you only want to label the road pavement surface then you will need to crop the lines to the pavement Area in order to just label the parts that you want.
I think this should work to get you what you need.
Rockpile has a TML for labeling points that does slope at the point being labeled determined from the underlying surface - so provided you have points on the surface area you could also try that if needed.
