it's a good question I have to little information to analyse the problem.
Penmap supports WMS which have the data in EPSG:4326.
It's important to set the
Map WMS coordinate system to
EPSG:4326 if you are using a user defined WMS.

you can add an additional provider next to the name of your current provider

To add a map provider:
- Tap
to view the User WMS settings dialog. - Tap Add. In the Edit map services dialog:
- In the Map provider field, enter the name you will use to identify the map provider service.
- In the Address field, enter the URL of the web map service.
- If the map service provider has provided you with a client key to access the service, enter it in the Client Key field.
- Select the Map service type from the list. Options are Tile or WMSMap.
- Tap OK.
In the User WMS settings dialog, tap OK to return to the Display settings screen.
Wait while the software retrieves information from the web map service.
- From the Map WMS Layer field, select the layer to display from the layers provided by the map service.
- Set the Map WMS coordinate system to EPSG:4326.
