I can provide you with a build of the Licence Manager that may resolve this but we'll need to do it through the formal support channels so we can gather all the required information
This is something we have seen many years ago (2021) and related to the incorrect handling of TCP connections
Since then we have initiated the end of life for GPS Pathfinder Office and Terrasync (Sept 2022) so we need to manage expectations here. If this build of the Licence Manager fails then there will be little we can do to help and at this point I would recommend you contact your local Trimble reseller to explore your options.
I can provide some additional troubleshooting details off community

We're having an issue with Pathfinder office spiking CPUs on our license server and I was wondering if you had any idea or solution to resolve this?
We discovered that the resources on the license server at a resting state have a reasonable usage for CPU use. Other services are still lower for memory and CPU but the overall resources consumed are minimal. When anyone launches the software but is not performing any tasks in the software the license manager triggers the service and the CPU allocation rises significantly. Once the user engages in production related tasks and starts using the software, the usage soon spikes up to utilize any outstanding resources available for CPU. Should the user close the software the lowest it will even go back down to is about 77% unless the service on the server is reset. This creates a problem for other titles that are running off the server resulting in time outs and licenses are not accessible. We feel there may be a bleed on the Trimble license manager. Do you know of an updated version that does not have these issues? The current installed version for Mapping & GIS License Manager is 2.5.0000. Alternately, do you know if there is a method to throttle the service, so it doesn't consume all available resources?
