There are no direct tools to my knowledge that will do a delta shift of an Alignment entity in BC-HCE.
In order to easily accomplish your goal, I use the offset tool menu....
Offset the alignment by 0, horizontally,
Apply your delta offset under the vertical portion
That will create a linestring with your offset applied.
Create another alignment with the newly created linestring, appending both the horizontal and vertical values.
You will now have a 2nd alignment to work with. If you have a corridor that you have attached everything to, edit the corridor and apply the new horizontal and vertical alignment. Your model will adjust.
