I just got this error. I have TBC version 3.81.
Our IT person found the solution in the (TBC) "Installation Guidelines and Troubleshooting_1033.pdf" document. A link to this pdf is shown in the middle of the InstallShield Wizard. There was a folder called Trimble Business Center 3.80 Full and in that folder was a Setup.exe file. Clicking on this setup.exe file opened up the InstallShield Wizard; on the second page of this wizard was the link. Note I did not find this link when I opened up the Trimble Business 3.81 Full folder (don't know why).
IT did the process under Reinstalling the HASP runtime heading. He also did Method 4, under Troubleshooting. See the 're error' attachment highlit in yellow.
Because if you have a crashed BC, the Installation and Troubleshooting Guide for BC v3.9x might be not that easy to get... So as an additional hint: uninstalling all the Microsoft C++ Redist packages and reinstalling all the pacakges located in the BC installationfolder with the names beginning with VCRedist helped me in this case too...
Unfortunately when this error message occurs it could be a variety of things.
Our best success rates at resolving this error has been the following (many or all which may not be possible with the IT security measures you have):
Method 1: Temporarily disable the anti-virus software and firewall. For more information, see the HASP Troubleshooting Guide (attached).
Here is the link for the download location. You specifically want Sentinel HASP/LDK - Windows GUI Run-time Installer version 7.61.

Method 2: Reinstall HASP run time. For information, see the section "Reinstalling the HASP run-time" inside HASP Troubleshooting Guide.
Method 3: If the error occurs following an upgrade, uninstall the program, delete any remaining files from the installation directory, and reinstall.
For Method 3, the installation files are usually stored here:
C:\Trimble Downloaded Installations\Trimble Business Center X.xx Full
Do a full uninstall, clean-up utility (latest version available here version 1.0.5), then also clear out this location as well before trying again.
If you could do that and nothing else is working you could attempt to reinstall the the C++ redistributables (in case they became corrupted somehow) .
With the directory you can reinstall manually. The installers are normally available here within your files:
C:\Trimble Downloaded Installations\Trimble Business Center X.xx Full\VCRedist2008_x64
Note: Do this for all VCRedist versions (2008 until 2015 and for x64 and x86)

That was the only way it worked for me on a Win7pro machine...
I have attempted to re-install TBC 3.6 as well as 3.81, but both give the same error.
