IN GNSS SURVEY .What is the ratio acceptable for Horizontal and 3d Precision of final result ( Covariance Terms) of Network adjustment ?

I've not paid attention to that precision but looking at the north,east, elev. errors in the report instead. Precision will vary based upon PDOP, occupation time, number of satellites, number of satellite constellations, number of baselines to different points to each point, etc. Depending on where you are, local government law may have a minimum required precision of measurements. Where I am, the minimum precision for measurements is 1:10,000 which is rather low but again it's a minimum required for boundary surveys.
In the USA we have guidelines as set forth y the Federal Government which most states have accepted . It would seem to me that the General Governing Board of what area your working in would have the same and that Information would be available when requested and that TBC would probably have that system or Data within it as Trimble has done a pretty extensive job of covering all available standards for GNSS Systems worldwide
