Same problem here, received this from Application Engineer
TBC crashing at 'Initializing Database' can be caused by several factors, both known and unknown. So, I would ask you to do the following:
-This runtime does depend on having a prior install of Microsoft System CLR Types for SQL Server. Have them uninstall Report Viewer and then (re)install the SQL Server runtime from the SQL2012SysClrTypes folder and then install Report Viewer 2012 again.
Note: Run SQLSysClrTypes.msi which is stored under C:\Trimble Downloaded Installations\Trimble Business Center 4.00.1 Full\SQL2012SysClrTypes folder.
-Uninstalls Microsoft .NET Framework and sentinel driver under control panel and after that install NETFX61 and driver
C:\Trimble Downloaded Installations\Trimble Business Center 4.00.1 Full\NETFX461
C:\Trimble Downloaded Installations\Trimble Business Center 4.00.1 Full\HASPSetup

If not helps above, Use the System Cleaner (Runs the latest version Trimble office cleanup utility; Link below) to remove all TBC components.

Then make sure there are no remaining files in the following location:
C:\Program Files\Trimble\Trimble Business Center
Lastly, run RegEdit.exe to make sure the registry entries are clear:
Go to HKEY_CURRENT_USER\Software\Trimble\Trimble Business Center\ and right click to delete that key.
Then go to HKEY_LOCAL_MACHINE\SOFTWARE\Trimble\Trimble Business Center and also delete that key.
- Uninstall all versions of Garmin Express software, if applicable
- Uninstall TCC Explorer, if applicable
Reboot the system and afterwards reinstall TBC full version by right-clicking on the setup file and selecting 'Run as administrator'.
Note: A firewall or proxy is interfering with the connection (restricted WWW access), the System Administrator to make sure you have access to the following port. Also, temporarily disable the anti-virus and firewall.
- Allow access to https://updates.t-iserv.com (Port 443)
- Allow access to http://trl.trimble.com (Port 80)
- 1947 is for the Sentinel Admin Control Center

I have the same issue. It will hang on initializing database & eventually give an error message. I can open TBC if I use Run as Administrator instead of double clicking on the startup icon. I believe this is due to a graphics card / driver issue, but am not sure.
