In CAD There's a command called align which is used for scaling or positioning drawing in 3D  using reference points. What is the equivalent in TBC that performs the same  function?I tried the scale function in TBC but it's slighly different.

Not sure what the CAD command exactly does.
In TBC you can try "By Point". That uses 2 points to compute the translation/rotation/scale

For full 3D rotation around all 3 axis you can try "Transform Survey Points" with 7 parameters, although I would be careful and double check when used on alignments, arc, splines.

Import the drawing in to TBC, under Project explorer right click and either place image if it doesn't need to be on any specific coordinates or click georeference vector pdf where you can select different points and coordinates.
