You will be able to do what you want but you need to convert the format. DWG is the Autodesk native format with support mostly limited to specialized CAD and mapping applications, DXF was developed as their general agnostic exchange ("X") format to other software.
PFO will load DXF as a background file but it's not supported by Terrasync so Data Transfer won't allow you to select it. Your only choice for a TerraSync vector file background is to convert the .dwg to a Shape file .shp, or alternatively save it as one of the supported image background formats (JPG/2000, TIFF, ECW, MrSid).
If you happen to be running Access on the 7X I believe DXF is supported as background so you would need to convert the .dwg to .dxf.
Simplest way would be to try and acquire a .shp or .dxf version from your source, even for PFO there are more options available to convert .dxf to .shp than from .dwg.
Otherwise there are online converters but pay careful attention to the coordinate reference systems so it's placed correctly.
