Issue Description: There is a delay in 'publishing designs to devices'. This results in an amber icon/ message in the WorksManager > Designs page.
Cause: There is a technical issue triggered by specific product scenarios especially in peak hours. This causes a delay in 'publishing designs to devices'. The warning icon/ message pops up in the product when the system observes there is a delay. After the delay, once the published designs become available for devices to sync, the warning message goes off by itself.
Incident Update: 20 Feb 2023 16:30 PM GMT This issue is now resolved with a workaround fix. We will be monitoring the status of the system.
