Issue description: All designs published from TBC/ WorksManager display an amber icon in the project > designs page, and are not available for the field devices to sync.
Cause: The last deployment of the 'Design to device' functionality has failed. This results in 'design to device' jobs not being processed. That reflects as an amber icon in the WorksManager design page.
