The 3D viewer at the browser isn't anymore available to Personal Accounts? Only for business and business premium?
If you are referring to legacy 3D viewer in Browser app, it has been retired (irrespective of the license).
In case , you are referring to the 3D viewer (new) , it is available to all users from the Connect for Browser. We have noted issues in its loading and investigating the same.

I'm with the same problem... I cant open 3D view in browser!!
I had an issue, that new web 3D viewer was not loading, but it was solved with hard refresh for my browser (Ctrl+F5 for chrome).
Your solution help me. Another solution is to open Trimble Connect in incognito mode in Chrome.
