The dealer you bought it from. They'll need to verify your problem, collect all the information they can get, send it to Trimble through the official support channel were only dealers have access to. And if they recognize it as a real issue it ends up on the to-do list.
Since you already found a workaround yourself this will probably end up as low priority.

When using TBC to publish directly to Works Manager a GCS v13+ machine the machine is having issues loading and using the data. Currently the fix is that I have to 'Create a Job Site Design' into a data collector on my PC then manually move the svl and svd into a new design specifically for that machine and that machine only. If I try to download the originally published design from the 'Create WorksManager Design' option did provides the machine files in their folder tree but the svl and svd don't seem to be translating into a usable format for that machine.
