Hi Justin,
It looks like you have a strong WiFi signal, can you try on cellular with WiFi disabled in case there are network settings preventing Mobile Manager from displaying the license agreement? If that doesn't work some extra settings would be helpful, it might be quicker for you to speak to your Trimble dealer in the first instance.
