thanks for using Penmap.
Unfortunately I do not really understand your first sentance. Do you mean you have created a project via Penmap Project manager and downloaded it to the Penmap Android device?
Normally when the upload option is not available this has to do with a problem with the internetconnection.
Please make sure you have an active and working internetconnection when you try to upload data to the cloud.
You could also open the side menu like in the screenshot below and check if the correct Trimble Connect account is logged in where the red space is in the screenshot.
