I can provide you with a build of the Licence Manager that may resolve this but we'll need to do it through the formal support channels so we can gather all the required information
This is something we have seen many years ago (2021) and related to the incorrect handling of TCP connections
Since then we have initiated the end of life for GPS Pathfinder Office and Terrasync (Sept 2022) so we need to manage expectations here. If this build of the Licence Manager fails then there will be little we can do to help and at this point I would recommend you contact your local Trimble reseller to explore your options.
I can provide some additional troubleshooting details off community

If you don't want to do this through the community then I would recommend again contacting your local Trimble reseller who can initiate a support request with us (Trimble) on your behalf and get the build that way
