Yes, you can use the COGO tools in PMA to create points from one point. Under Topo/Construction you will find a number of tools to create points/lines. If you have one point set then you can use "Circle" to set the radius and then go back to "Bearing" to set the direction. These tools take a bit of playing around with to get used to them but they are a great way to create points and lines once familiar with how they all work. Here's a link to instructions to get you started.
If you are using ifeatures then keep in mind when creating a point/line the ifeature selected will be the feature created so you'll need to change when necessary.

I was wondering if there is a way to plot a point or a line using distance and direction in Penmap. I have a location that has no cell reception and is 2 hours from the office. I need to stake a point and then COGO the next location off a plat. Is there a way to do that in Penmap without having to return to the office?
