In short, yes. While everything is in 'the cloud', data still needs to be transported through physical cables between the contingents. Although they usually have huge capacities (eg. up to 23 Tbps), choosing the pod on the contingent where the action is is preferable.
BTW, it is not possible to transfer existing projects to another pod.
