Our company recently purchased a catalyst receiver and license with the plan was to use cell phones to connect. Is there a windows option for mobile manager? If not, what tablet specs do you recommend and is cell service a must?

We don't have a Windows compatible* version of Trimble Mobile Manager app at the moment so If you want to use Catalyst, you will need to work with Android or iOS 
* One caveat here is the Trimble field data collection software Trimble Terraflex WINDOWS version (download here), does support the Catalyst DA2. This is the only combination on Windows supporting this model Catalyst receiver

What Catalyst model do you have? The DA1 or the DA2?

The DA1 only supports Android and has specific requirements around CPU/Core speed and RAM - you can find the details here for the DA1 model 
The DA2 doesn't really have a minimum spec other than the Android or iOS OS version it needs to run on - you can find the details here for the DA2 model

Will there a be a Windows compatible version of Trimble Mobile Manager in the near future?  We currently have an R1 and an R2 that we use the NISC's MapWise platform for our electrical system.  We are looking at possibly adding a Catalyst.
