Assuming you mean you're using the Trimble RTX correction service here?
RTX is a land based correction service so we don't allow corrections on water that's correct,
Looking at your location I'd say this is a possibility but we can't say for sure what's going on here, or provide a solution, without more detail (logs/ data)
To do this you should open a support case up with your local Trimble reseller who can troubleshoot, gather all the necessary information and escalate through the proper channels if Trimble need to help
