No, you can't set permission levels, like who you can assign the Topic to or who can have access to what, like ACC.
I actually spoke one of the guys from Trimble about it about, their idea is not creating communication barriers between project team members.
But in reality, I think permission level is needed contractually, often there are multiple layers of subcontractors involved in the project, you don't want them to have the unlimited freedom.
