 IFC models appear aligned in Navisworks, but not TC?

I have had two projects recently with similar model alignment issues - I'm wondering if anyone else has experienced this and found a way to overcome it...

Project 1 had an IFC model created by Tekla Structures with a known origin point (base point offsets were used).  This IFC model looked like it was in alignment when it was viewed in Trimble Connect, but when our customer imported the same file into Navisworks, the alignment (mainly rotation) was not even close.  I eventually discovered that if the IFC export process within Tekla Structures was run more than once within a session of Tekla, the 1st IFC export would be correct, but every subsequent export would not be formatted correctly.

All versions of the IFC appear to align perfectly when viewed with Trimble Connect - the problem is only evident when the files are viewed in Navisworks.

Project 2 has the opposite problem - two separate entities create IFC exports of their 3D models using a common origin point.  Both models align perfectly when viewed in Navisworks, but when viewed in TC, the two models are 300+ miles apart.

Does anyone know how Navis and TC parse the IFC data differently, and what I can look for within the IFC file itself when I see these types of issues?
