Re-projecting SX10 scans

We are collecting scans with an SX10 setup on RTK established control.  We import the scan data into a UTM project in TBC.  There are occasions where we need to re-project the scans from UTM to a local site coordinate system using the a false Northing, Easting, and predefined sale factor.  Based on what I am reading about this process, my understanding is that the scans should scale to grid on import, then be re-projected to the site ground when I choose the local site settings.  Are there any other steps that I have to complete?  I have a suspicion that the scales may not be being applied correctly.
