Discripency In measured GPS Elevations

We have a site in which I have Run DiNi Digital level and obtained height values after due traverse closure and least square adjustment in TBC.

We conducted a site calibration and uploaded the Calibration file to the controllers.

Now we measured a sample set of points using an R5, an R6 and an R10.

We compare the results obtained.

All relevant files are attached.

We see that the observed values are at variance with the Known values by upto 72 mm and is not consistent. 

We are also using Trimble Machine Guidance Systems.

We are unable to convince the Supervising Engineers about our achieved quality.

Is there something we could do to improve quality of GPS observations?
