what kind of tolerances can be expected by using a quality camera and the photogammetry software inpho/uasmaster? are we able to get to +/- 10mm?

That depends on a variety of factors. Using GNSS/IMU data during the flight, quality of the camera, number of ground control points and of the most important factor of course is the ground sampling distance (pixel size on the ground - depending on the flying height.). So for a UAV for example with a ground sampling distance of 1cm a planimetric tolerance +/- 1cm is doable... for vertical, I'd say about 2cm.
in traditional photogrammetry you may expect something like 1/3 ground sample distance for the planimetry and about 3x more for vertical.
