When toggling between state plane grid and ground in Trimble Survey Controller software, where is the data scaled from, 0,0?

You can only toggle distance between grid and coordinate and as such no origin is necessary. If you want to switch to a ground coordinate system you need to redefine your coordinate system with the appropriate ground scale factor. If you change to a ground coordinate system, any keyed in grid coordinates won't change. However any surveyed data from those points will now be computed as ground coordinates instead of being reduced down to the ellipsoid.
The elevations aren't scaled by the ground scale factor.
How did the points you have in your Job file get there? That also plays a part. If you start your data with GNSS observed positions or a point file with state plane positions, the collector will manage those point positions as latitude and longitude and will simply display those points in which ever format you choose to display points as.
