Yes you can do it. Are you running TBC Survey Advanced edition? It requires a command from the Macro tab.
If you have the Macro tab in the ribbon, go there and choose PointCloud by Bndy. It asks for a boundary such as a polygon or any closed linestring. You have to be in the Plan View and in the Polygon Select mode.

With the point cloud highlighted, go to Point Clouds tab -> Keep In. Now the point cloud outside the polygon will be hidden. In TBC we never physically delete the point cloud, so if you simply want to keep a small portion of the data, keep it highlighted, then export this subset into a new point cloud file.
