The subgrade adjusted surfaces in BC-HCE have always been just TIN Models. They do contain "Internal Breaklines" and "Drapelines" (The Red Lines of a surface model when all linework is hidden) but those are not the same as Real Breaklines which are editable entities (they are not source data and are not stored as lines actually).
So when you export to LandXML you need to pick "Optimize for Data" or "Triangles" and you will get the subgrade adjusted TIN Model in both cases, and that is exactly the same as the TTM export from the same data. This has always been the case and is not new to TBC 4.XX as far as I am aware (and I recently had this same discussion with development on behalf of a customer from Australia so it is pretty fresh in my mind ...).
I have got a request in to development to be able to create Linestrings from Internal Breaklines of a Subgrade Adjusted Surface (or any surface imported as a TIN Type that has internal breaklines) however that has not been implemented at this point.
The process would then be to create the Points from the surface and the internal breaklines for the surface and then you could make a surface out of that combination and export it or just use it in BC-HCE.
