Just want to make sure I got your question correct. Are you trying to draw a line with a start point and a bearing/azimuth? Or does the bearing/azimuth have to be geodetic?
In TBC we usually use grid bearing/azimuth. In certain cases, the ground bearing is also available when you have a local site configured. However, the geodetic bearing is almost only available in the Inverse command.
If you'd like to draw a line with a start point and a bearing, instead of clicking, do a right-click, then you would see more COGO options in the context menu.

Similarly in the CAD Command Line, you could choose a different mode by using the apostrophe followed by the command code, or click on the cross-hair icon as below.

Again, by default, the bearing/azimuth here would be in grid.
