Sounds like a weird glitch, I don't do a lot of that work so I can't help you too much.
One thing I'll say though, once I'm happy with an OG surface, especially point cloud, I will often "lock" it by running "Offset Surface" at 0.0' offset, or export to TTM and bringing back in. Then I bring in that TIN surface and then add that as a surface member to the Original ground layer that comes with the template in TBC.

Hi Alan, I did this work around. However when I went (by mistake) and clicked build surfaces it removed the lidar data from the surface AND from the project. When I went to look at the poind cloud region there are no points. When I turn on the scan data nothing shows up.

Correct - you have to assign at least One Layer to Original Ground for it to create the "Holder" for the surface - even if there is no data in the Layer is OK. Then you can use Add and Remove Surface Members to the Original Ground to create what you need. Bear in mind that when you add your Point Cloud Region to the Original Ground Surface, at that time it looks to see what your Support - Options - Point Cloud settings are to see how many of your Point Cloud Region Points to add to the surface - if you need more it is easiest to change the Option before adding the point Cloud Region. If however it is too late and you already added the Point Cloud Region, then you currently have to Remove the Point Cloud Region change the setting and then re add the point cloud region to increase the point count in the surface model.
Note if you add a second Point Cloud Region then it too will take that setting value e.g. 500000 points and add a further 500000 points to the model. When adding the second one you can also change the setting prior to import to increase / decrease the number of points utilized.
