I received this response from development this afternoon on how Connect is reading TBC VCE files.
"Connect is assimilating vce files by running the TBC shape file exporter and then feeding the exported shapefile to the Connect's shapefile importer. Shapefiles don't have a concept of color so any styling from TBC is lost."

When working with Shape files in BC-HCE, we color the imported data by layer, so you can change the Layer Color to get the colors to be whet you require. In BC-HCE you can set up a Project Template that has the colors setup already, so on import Shape Files look like they have color. This solution was taken because Shape Files already had an import to Connect, and this was deemed the easiest path to take linework with Feature / Attribute data into the connect environment. Looks like this is "less than ideal" but at least is an explanation of what is happening. On Connect Desktop, I believe you can change the color of the layers to get to what you need, but Connect Desktop has a better Graphics Engine today than Connect Web.
