The 5.21 update seems to have created an issue or modified the workflow for producing designs.  

Upon the initial setup of the project, the Job Site Manager allows assigning of controllers as usual, however, when moving on to creating the design the controllers section in the Create Design Panel is absent any controllers and no designs will actually be produced at this point. Fortunately, I discovered a work around that populates the controllers in the Create Design Panel by going back to the Job Sites Manager and creating a ProjectLibrary folder. After resolving the designs, the program seems to function as expected from that point forward. Is this as intended or does something need to be fixed?

Good thing I stumbled upon a workaround or we'd both be dead in the water. And when we're dead in the water, nothing gets done and the boss isn't happy. What's more concerning, 48 hours and 51 view later and no response from Trimble.

Apologies for the late reply. This issue has been reported to us previously and has been fixed in the latest dev builds of TBC. There is also a related bug in v5.21 where external designs and work orders are not detected until you either assign a Project Library folder or launch the 'WorksManager Project' command for the first time.

The issue will be addressed in the upcoming release; until then I recommend using the workaround you listed above.
