Is anybody aware of a way to import DWG drawings without the layouts (plan sets)?
It is fairly common that elements from the layout unintentionally make it into the import - i.e default viewport at coordinate 0,0

No - we import the entire DWG just like AutoCAD would - if you dont want the Plansets in the Project Explorer - just select them and delete them. The DWG Importer could be enhanced to allow for import of DWG Model Space and Or Paper Space data and do it for you - but it is not a lot of work to fix after import - you just have to know that you should do it if you don't want Paper space data in the project.

I agree that it is not a lot of work to fix up after import, as long as the user is aware of what may occur with imported Viewports.
