Is there a quick an easy way to add a surface legend to a sheet view?

Attempts:

1. I tried using the copy command and this did not work.
2. I tried using the copy to sheet and this copied the legend to the sheet but it placed the legend at the coordinates of the legend in model space. I tried to move the legend but was unsuccessful.

I would like to see an option to add the legend to a sheet within the legend function. That or an option to "white out" beneath the legend, for cases where there is linework or a Google image below that may take away from the legend. Shown below.

Place the Legend outside the drawing area in Plan View, place a Box around it, and then Create a Dynaview of it onto the drawing Sheet where you want it placed. I use this method for CF Map Legends as well as Site Improvement Legends so that the Background is clean and clear of other data - it works well for me.
