This is by design. The new layers are for a special purpose and the user cannot use the command without seeing the rules being created. Experience has shown that if we allowed them to be off that a large % of users will create all kinds of duplicate rules thinking that if they don't see them they are not being created.
Occasionally there are times when it makes sense to violate the general rules. These are typically given a lot of consideration when the command is designed. Sometimes we make the wrong choice and sometimes its 50/50. Like any design there are lots of ways to get there and sometimes its just a personal choice.
