I saw this post earlier and verified the steps in TBC v5.20 and in TBC v5.31 - but of course, when I get here, Alan's already replied with the answer
Launch the Command Pane (F12 default shortcut).
Run "Customize Tools" by typing "CustomizeT" in the text box or scrolling down the list.
The Customize dialog appears - letting you create/edit toolbars.
Once you add a toolbar (just one) and close the dialog, you'll be able to right-click on any toolbar and also, on the ribbon - and see these additional options (circled in orange):

So from the context menu, you can hide toolbars and "lock" them in place. The "Customize..." option opens the same dialog as Customize Tools.
Note: There was a time when you had to check the box in Support (tab) > Options for "Use large icons for Quick Access toolbar" for the toolbars to work. But it looks like you don't have to anymore - which is great if you didn't like the large icons...
As an encouragement: Simplifying the workflow to add commands to toolbars (even new ones) is on our near-term TML roadmap.
