    Is it possible to elevate a CAD line using as using a csv file

    Not that I knew of. The workaround would for instance be, to use the follwing method Importing txt/csv file formatted as CH,OS,RL to create a point left and right of your line. The surface is created automatically.

     

    Since you already have an excel spreadsheet it should just be a few clicks to achieve.

     

    If your polyline has tight arcs you'll have to use larger offsets and might have to introduce more stations.

    You can do this with the create sideslope command - use an offset elevation command and then for the elevation use a table and then copy and paste from excel. For offset use 0. This will do what you want to.
