You can use the Create Text Command and then use the Smart Text function to label the Station from the alignment, you will have to label each one manually - for the orientation of the text you can extract the orientation from a line using SHIFT and Click near the end of the line that has the desired orientation for the text.

Alternatively you can use the Label Points routine having created a Label Style called "Stations" that references an alignment for the stationing, and defines the labels to draw at right angles to the alignment at selected point locations. I would use the Create from CAD command to create a point at the end points of the lines that you are using to reference the location of the cross sections. If you need to draw those lines, then the quickest way today is to use the Create Linestring Command and use the Station and Offset method of data input vs the Coordinate method of input.
