Replying here for others that might have this issue.
Running the Trimble Office Cleanup Utility followed by a fresh install of TBC solved this. You can get the Cleanup Utility by contacting your local distribution partner, and if they don't have it they can get it from Trimble Support. It should be a painless process.
The cleanup utility removes all temporary files associated with TBC, and all old install files of TBC from your computer. This solves many issues which cannot be fixed with a normal reinstall.
