You can open it in Convert to Rinex and change info there. It will output a Rinex file. I don't think that it will allow editing or saving of a t02 file, however.
Pay careful attention to the height measurement method. Depending on the files and settings used, you can have a bottom of mount, antenna reference point or phase center measurement stored, and they aren't always labeled or obvious. You can check by knowing what the method and measurement was when originally entered.

Point id and antenna height can be changed easily once imported in TBC but it is not reflected in the actual raw data.
