It seems that the rule fades out as you move away from the location it was placed. I am working with a street and using it to elevate the gutter and top of curb. I placed the rule at the end of the street but as I move away from the location of the rule it looses the rule parameters. I add more rules and it works.

I would have to see the data Tom - It is normally data related in some way if you get that behavior.

As discussed - here is a video that shows you how to model the intersection in question. The challenge is how the curb returns are modeled, the video shows the recommended process for modeling those.
