Can you change the settings within the Level Editor utility to show adjusted elevation to more than 3 decimal places?
When extracting reports the raw data does show more decimal places, but the viewable screen does not.
You can change the decimal places on elevations in TBC to 6 which will include the Level Editor. It can be found here
