Are you trying to say that the machine simulation in Windows and Earthworks in Bluestacks are working, but you can't get into the Web Interface? That would be very unusual.
Or, does the machine simulation in Windows work, but nothing inside Bluestacks, no Web Interface, no Earthworks? Rather common. The 3D machine simulation in Windows will always work. The problem is to get the background web server to run.
Are you positive that there is no error message like this?

Also, don't connect Bluestacks to your office WiFi, just use the standard settings and it should use your computers network connection to go online. Which it actually doesn't need to.
The machine simulator in windows creates a web server in a subnet on your computer, that won't be reachable through your WiFi by default. That's why I wrote that you need to be able to open a web browser in Windows and you need to be able to reach the WebUI via IP-address 192.168.168.1, as long as the windows machine sim is running.
And please don't open multiple threads with the same content.
