Hey David,
I was able to get the geoid models to show in the geoid list inside TBC by doing the following:
I pasted the geoid models you provided in C:\ProgramData\Trimble\GeoData
In the coordinate system manager I right clicked "Geoid Models" and select add.
I gave it a specific name and selected the provided ggf file in the file name drop down.
Once I selected OK, saved the current .csd file, the geoid was under the list with the name I provided.
Let me know if you are following these steps and still aren't seeing your geoid in the dropdown list.

I've been trying to set up TBC 5.4 with our custom geoid files and have been having issues making them selectable.
As soon as I update the vanilla 5.4 install with GPS Config 20.12.31 my geoid files are not selectable in one of the drop downs.
Are we supposed to be adding them to CoordSystemDatabase.xml now to make them visible? It did fix the issue but not something required in previous versions.
