You need GPS Pathfinder Office (PFO) to generate Terrasync compatible Waypoint files. PFO is the desktop software for Terrasync field software.
If you don't have PFO you can export the waypoint positions to shapefile from TBC then use the 'read from shapefile' option in Terrasync Professional or Centimetre edition to import the positions.
Although not true waypoints (as Terrasync would interpret them) this achieves the same goal.
To import a shapefile in Terrasync
- Under DATA menu > Select File Manager > Options > Read from shapefile

If you have access to GPS Pathfinder Office
The Waypoint option in PFO has an ASCII import option, so you can export to CSV in TBC and then create a waypoint file. The screen grab below shows you an example of a simple PNEZD csv file being digested by the ASCII importer
In PFO select File > Waypoints > ASCII Import

This can then be transferred to Terrasync via the Data Transfer Utility
