To the best of my knowledge, not every release requires an update. I'm also not having any issue importing the file into TBC 5.10, 5.20, 5.32 or 5.40. Of course the version that you are using happens to be one I don't have installed, so I'm installing now just to rule out any issue with this particular version.
I did notice in the error message it looks like you have a onedrive linked to your user folder and looks like you are importing from this. Is that correct?
If that is the case, could you try to import the job file from you desktop or local drive as I've seen similar issues caused by using a google drive, dropbox, onedrive, etc. While it may work, this isn't something that is fully supported.
Let me know if importing from outside that drive resolves the issue and I'll try 5.21 as soon as its installed to rule out any issue with that build.

This was from importing the 2021 JOB file.
Isn't there usually an update for "remote device" when there's a new Trimble Access version? There isn't one available. I'm using TBC 5.21

I'm updating my controller now, but was able to collect some points in TA 2021 emulator and the file imported into TBC without issue.

It looks like TBC hasn't put out an update file to be able to import TA 2021.00 JOB files yet? I updated my collector to 2021.00 and get an error upon JOB file import that says: converter: 2020. And there doesn't seem to be an update file for devices in TBC, just the optical file that probably includes infor for the SX12 and it's different prism.
