I believe there are two parts to this question. The first is that the "Precision Confidence Level" in Project Settings - Default Standard Errors - Scale to confidence level - needs to be set to 95%.

The second is that after completing the network adjustment, and before executing the ALTA report, the "Allowable Relative Tolerance" should be set to was is defined in the ALTA standards (0.07 ft + 50ppm). After assigning these values, the report command should output the requested values.

My current project is showing a tolerance of 0.027 ft + 50 ppm; should be 0.07 ft + 50 ppm per the ALTA/NSPS standard.
