    I've been trying for several days to use the Convert to Rinex program, but it simply doesn't perform the basic functions. If anyone has a download link, please send it to me. Thank you.

    in section Utilities you'll find "Trimble RINEX Converter", that's a PDF with link in it

    Did you install the "Office Configuration Utility" as suggested in the other thread you've posted in?
    You can find that one right above the RINEX convert on that webpage.
